help to shrink the panel smaller

Does anyone know how I can shrink the panel any smaller? The only way I was able to do it was from the bottom corner by the red box in the image. However, the bottom is way below the screen bottom's edge. I have tried hiding the taskbar, but that does not work either.

Reset the layout by clicking the third icon from the right on the toolbar.
