Did you copy this file into SNS-HDR directory?

Yes Sebastian. In the SNS-HDR Pro directory are dcraw.exe, SNS-HDR Pro and the uninstall utility.

The dcraw is always installed, but the older version. What's your version of dcraw (this can be read in the file properties)?

You try to use dcraw 9.22.
